No person shall install, operate, construct, or maintain, or cause to be installed,
operated, constructed or maintained a WCF, temporary WCF, attached WCF or antenna
array within the corporate boundaries of the city, unless and until such person receives
a TUP issued by the city pursuant to this ordinance [Appendix D].
