§ 19-23. Powers.

  • The commission shall have the following powers to accomplish the purposes of this article:

    (1)

    To collect, hold, manage, control and use all funds appropriated and provided;

    (2)

    To collect, hold, manage, control and use all proceeds, earnings and avails from the sale, lease, rental, conveyance or other disposition of any property held or acquired;

    (3)

    To construct, acquire by gift or purchase, reconstruct, improve, better or extend any industrial building within or outside the ordaining municipality or partially within or partially outside the ordaining municipality not exceeding ten (10) miles from the corporate limits and to acquire by gift or purchase, lands or rights in lands in connection therewith, in the name of the city, which municipality will deal with, treat and otherwise perform all acts relative to such property at the direction of the commission;

    (4)

    To develop an industrial park or parks and do or cause to be done all matters and things in connection therewith;

    (5)

    To employ such personnel, agents, engineers and consultants, individual or corporate, as the commission may deem necessary;

    (6)

    To cause to be sold, leased, rented, conveyed, transferred, assigned or donated, any property acquired by the commission, and to exercise such other powers and authority reasonably necessary to accomplish the purposes of this article; provided, however, that, any and all contracts or agreements made or entered into by the commission shall be subject to the approval of the corporate authorities.
