Pursuant to the requirements of Title III of the Clean Water Act Amendments (33 USC,
et seq.) and regulations promulgated thereunder, and the Illinois Environmental Protection
Act of 1970 as amended (Ch. 111½, ILL. Rev. Stat. 1983, Sec. 1001, et seq.), the provisions
of the following article are hereby enacted by the City Council of the City of Effingham.
