§ 2-61. Chief executive officer and presiding officer.

The mayor shall be the chief executive officer of the City of Effingham, Illinois. Furthermore, the mayor shall preside at all regular and special meetings of the council; provided that in the absence of the mayor, the commissioner of accounts and finances shall be the presiding officer, as provided by statute.
