This ordinance shall be in full force and effect after its passage, approval and legal publication as provided by law. The city clerk of the City of Effingham is hereby authorized and directed to publish this ordinance in pamphlet form pursuant to the statutes in such case made and provided and the cover of said pamphlet shall show that said ordinance is published pursuant to the authority of the city council of the City of Effingham, Illinois. |
