§ 10-51. Paid on-call firefighter.

  • The position of paid on-call firefighter is hereby created, as a part-time, at-will employee position within the city fire department. Thirty-five (35) paid on-call firefighter positions are hereby authorized and created, to be filled by the city administrator, with the advice and recommendation of the chief of the city fire department. Subject to applicable federal, state and local law, the city administrator, after consultation with the chief of the city fire department is directed and authorized to establish minimum hiring standards for all paid on-call firefighters. All paid on-call firefighters shall be under the direct supervision and control of the chief of the city fire department. Paid on-call firefighters shall be deemed part-time officers of the city fire department with the rank of firefighter I; provided, however, that a paid on-call firefighter shall not direct or supervise any full-time firefighters. Paid on-call firefighters shall perform those duties as assigned or directed by the DA, chief of the city fire department, or a full-time firefighter as designated by the chief of the city fire department. Compensation and benefits for paid on-call firefighters shall be established by the city council upon recommendation of the chief of the city fire department, subject to and conditioned upon applicable city personnel policies. Paid on-call firefighters shall not be deemed eligible for pension benefits. Paid on-call firefighters shall wear uniforms and shall be equipped and trained as determined and directed by the chief of the city fire department. Paid on-call firefighters shall comply with all policies, rules, and regulations of the city and the city fire department. Subject to applicable federal, state and local law, and conditioned upon the approval of the city administrator, the chief of the city fire department is authorized to hire, fire and discipline paid on-call firefighters, and is further authorized to establish such rules, regulations and policies for the direction, training, management, and operation of such paid on-call firefighters as is necessary; provided, however, that the same shall be generally consistent and compatible with the personnel policies of the city. The chief of the city fire department shall coordinate such rules, regulations and policies with the city administrator.
