§ 19-18. Membership; terms.

The commission shall consist of thirteen (13) members, one of whom shall be the mayor of the city, who shall serve as a member thereon during his term of office as mayor. All appointments to the commission shall be made by the mayor with the consent of the council. The terms of the other twelve (12) members of the commission (excluding the mayor) shall be for a term of four (4) years each. Each member shall serve until his successor shall be appointed and shall have qualified by acceptance of his appointment. Terms of office shall begin on May first. In the event of a vacancy occurring on such commission, the vacancy shall be filled for the unexpired term by appointment of the mayor with the consent of the council. All commission members shall either be a resident of the city, or reside within an area of ten (10) miles of the corporate limits of the city.
