§ 19-19. Officers.

  • (a)

    At the first meeting of the commission in every fiscal year, the commission shall designate one of its members as chairman, one as vice-chairman, and one as secretary. Such officers shall continue to be entitled to vote on all matters coming before the commission. In addition to the officers elected from its members, the commission shall appoint a treasurer to serve at the pleasure of the commission. The commission shall select as its treasurer the city treasurer unless he refuses to act in such capacity or unless it is determined by the commission that the office of treasurer could better be filled by some other person. The treasurer shall not vote upon any matters coming before the commission. Before entering upon the duties of this office, the treasurer shall execute a bond with corporate surety to be approved by the commission in an amount of not less than fifty thousand dollars ($50,000.00) unless the treasurer is also the treasurer for the city.

    (b)

    The chairman shall preside at all meetings when present and in his absence, the vice-chairman shall preside. The secretary shall keep or cause to be kept a record of all of the proceedings of the commission which shall be available for inspection as are all of the municipal records. The records of the commission shall kept in the office of the city clerk.
