No licensee, permittee, or his agent or employees, shall serve, give, or in any manner
be concerned with placing any alcoholic liquor in, upon, or about any motor vehicle
or to any occupant of a motor vehicle whether such motor vehicle is moving or parked
or is at a curb or in a public place or on the licensed premises or other private
place except in the original package with the seal unbroken.
