§ 24-61. Temporary water services.

  • (a)

    Definition. A temporary water service is defined as a service to be in use for no more than one fifteen-day period unless approved by the operations manager. The temporary service shall not be available to existing water service customers. It shall be allowed for such short term and intermittent water use such as carnivals, picnics, and construction activities.

    (b)

    Application. An application to have the temporary water service installed shall be made at the utility billing office located at City Hall, 201 East Jefferson Ave, Effingham, IL. The applicant shall be required to sign an agreement stating they are responsible for payment of all bills and that they will abide by and accept all of the provisions governing the use of the city water system.

    (c)

    Connection fees. The applicant shall submit at the time of application a nonrefundable connection fee of twenty-five dollars ($25.00). These connections shall only be made on weekdays between 8:00 a.m. and 3:30 p.m. No connections shall be made during weekends and holidays.

    (d)

    Rates. The rates charged for temporary water service shall be in accordance with the bulk water rates in section 24-78, except that the customer shall be charged a minimum amount of twenty-five dollars ($25.00) whether or not the water is used. The minimum charge shall be submitted at the time and with the application for temporary water service.

    (e)

    Special provisions. The customer utilizing the temporary water service shall not permit the direct connection of the temporary water service to any tank, container or similar vessel or piping and plumbing that has a potential to contain substances that could cause a contamination of the city water distribution system. If in the opinion of the operations manager, the temporary water service customer may be required to install an appropriate back-flow prevention device at his or her own expense. The operations manager shall have the right to terminate or refuse the temporary water service if the use and/or misuse of it demonstrates a potential for contamination of the city water distribution system.
