§ 2-382. Residency policy.

  • Individuals shall be recruited from a geographical area as wide as necessary to obtain qualified candidates for various types of positions. Employees who are required by Illinois State Statute to reside within the City Limits shall be required to reside within the City limits. Employees within a Collective Bargaining Unit shall be required to reside within the requirements stipulated therein.

    The City Administrator, Director of Public Works, Police Chief, Fire Chief, and Economic Development Director shall reside within the City corporate limits.

    All emergency personnel shall be required to reside within fifteen (15) miles from the City corporate limits, unless otherwise stated within a collective bargaining unit agreement. For the purposes of this policy emergency personnel shall include police officers, fire fighters, and telecommunicators.

    New employees, who are required to reside within the City corporate limits or within the fifteen-mile requirement, shall be given up to six (6) months to establish permanent residency within the City corporate limits. Collective Bargaining Unit employees shall be governed by the requirements of said agreement.

    In the event the residence of a City employee residing outside the City corporate limits becomes contiguous to the City limits, such employee shall immediately, upon the request of the City, sign a voluntary petition requesting annexation to the City.

    A residency required employee who desires to reside outside the City corporate limits on a property that is contiguous to the City limits shall sign a voluntary petition requesting annexation to the City. If said petition is denied, said employee shall be considered to be in compliance with this policy and shall be eligible for continued or new employment with the City.
